Poverty can be reduced by reducing inequalities of income. It is because if the economic growth rate increases with an increase in income inequality, then only the rich section of society will be able to get benefit of economic development and the poor people will remain poor. Therefore, it is necessary to reduce income inequalities so that poor people can also get the benefits of economic development. 

3. Population Control

Population in India has been increasing rapidly. High growth rate population, especially among the poor people is one of the important factors responsible for poverty. To reduce poverty it is important to control the population growth rate. This can be done by making people aware towards the need for population control. 

4. More Employment Opportunities

To reduce poverty, the government should generate more and more employment opportunities so that people are able to meet their basic needs. The government wanted to set up industries in rural as well urban areas so that people could get employment. Small- scale industries and construction activities should be encouraged in rural areas for employment generation. In this way a person will be able to work or earn money so that he can support his family. If the people's basic needs are fulfilled in this way then they will not remain poor. 

5. Minimum Needs Programme

This approach to remove poverty has been initiated from the Fifth Five Year Plan. It aims to provide minimum basic needs to the people and improve their living standards. This aimed at making provisions for elementary education, homes for landless workers, health, nutrition, water supply, rural electrification etc. especially in backward areas. Provisions under Minimum Needs Programme create employment opportunities and bring improvements in health and education.
